AI Explainability for Transparency and Trust

Many AI models operate as black boxes (produce decisions without clearly explaining their internal processing). That’s why we often struggle to understand how these models arrive at their conclusions.

This lack of transparency fosters distrust and raises legal concerns, especially as regulations like the EU AI Act and the Blueprint for an AI Bill of Rights push for more explainable AI. 

To build trust, AI systems must provide clear, interpretable reasoning behind their decisions. This concept, called explainability, helps mitigate bias and inconsistencies in AI-generated outputs.

Model operations (ModelOps)

A primary reason is that AI’s role in warfare was growing — in 2024, the market size was estimated at $9.31 billion and is projected to grow at a CAGR of 13.0% from 2025 to 2030. The DoD knew that without strong rules, AI could behave in unexpected ways or lose public trust.

That’s why they created five guiding principles:

  • Responsible: People are accountable for AI decisions.
  • Equitable: AI should be as fair as possible, avoiding bias.
  • Traceable: It should be clear how AI reaches decisions.
  • Reliable: AI must be tested thoroughly to make sure it works safely.
  • Governable: Humans should always be in control, and AI should be easy to switch off if needed.

These rules make sure AI in weapons and intelligence is transparent, fair, and never left to run unchecked. By putting ethics first, DoD shows that AI can be powerful and responsible at the same time.
